Added features

Clean up the methods of the MdtCalibDbAlg to be const and to exclusively use smart pointers
Propagate required adapations to the MuonCalibEvent classes
Add switch to toggle between new and legacy MdtReadoutGeometry
MdtCalibDbAlg inherits from the AthReentrantAlgorithm
