MuonCreatorTool - Introduce switch to allow for MS track only muons

Hi everybody,

after having a long discussion with @kluit, we realized that muons in the cosmic data taking are killed if they don't have any calorimter association or if the MSOE creation fails. Nevertheless, from a phyiscs point of view nothing is wrong with these muons and we should keep those one at least for the cosmics case.

Further, we were debatting whether long lived particle searches might benefit from lifint the requirement of having a MSOE track or any association with the calorimeter. Given that the tracks are saved into the AOD, I believe that this information can be recovered in the derivations, but that needs a more thorough thought of cause.
