The high pT extrapolation systematics need to be excluded from the EV decomposition for both the PFlow and VRTrack jets when PCBT is used.

The same as !64447 (merged) but this one targets 21.2

These changes should not affect the derivations as they are the CPTools to be applied when running over derivations. This will only impact AnalysisBase
