FTF GPU: Fix the ITk Strips layer and volume calculation

• Fix the SCT volume/layer calculation that improved the eta reconstruction efficiency
• Pass the max eta and min doublet length values to kernels from FTF parameters and update the values
• Include the major/minor version of used GPU by @janders
