HLT topoclustering not needed for LAr noiseburst

Teng Jian Khoo requested to merge khoo/athena:23.0-NoLArNB-TopoClusters into 23.0

This sequence seems to have been an overcorrection for ATR-28027. Tested with PhysP1, lowMu and Cosmic jobs, which all seem to be fine.
