TriggerJobOpts: make TriggerRecoConfig runnable

Make the TriggerRecoConfig module "runnable" by leveraging the --config-only option for the unit tests. This allows making use of that CA module to test simple trigger-only reconstruction from the command line.

Also replace nopost.sh with noerror.sh.
