Adding new clustered cell plots to the WD configuration

Grigorii Tolkachev requested to merge gtolkach/athena:add_new_clustered_cell_plots into 23.0

Some usefull plots were added to the Web Display. You can see the result on this page https://atlasdqm.cern.ch/webdisplay/test/124/physics_CosmicCalo/run_456314/run/. For instance, in case of the PercentClusteredCells_FCAL1A plot is placed in the folder LAr/FCALA/Occupancy-Noise/Single_Cells/Sampling1/ and similar mapping in EMB, EMEC, HEC.
