Fix VP1 crash caused by MuonIdHelpetSvc in rel >= 23.0.25

Riccardo Maria Bianchi requested to merge rbianchi/athena:23-vp1-fix-crash-muonidhelper into 23.0

This MR update the VP1 Legacy configuration to fix the crash of VP1 in releases >= 23.0.25, due to a misconfigured MuonIdHelperSvc. Details in ATLASVPONE-641.

The fix is pushed to 23.0 to let users use VP1 in releases >= 23.0.25 and main, while migrating VP1 to the new CA configuration.
