PileupReweighting: add MC23c mu profile and update data23 ilumicalc

Hello,

This MR is introducing the common mu profile for MC23c, which is necessary for DAOD_PHYSLITE production (ATLMCPROD-10643, ATLASDPD-1953). I also updated the ilumicalc file with the latest available file.

Details about the ROOT file can be found in ATLASG-2571. It has been put in the calibration area on EOS.
