TrigCost: Add cost monitored duration to the data description

  • Save the cost monitored duration in the user's details (will not account for any breaks/emittance scans)
  • Add an option to only retrieve cost metadata (not produce the csv tables) in the CostAnalysisPostProcessing, to be used for testing purposes
