KLGaussianMixtureReduction: Since we move to x86_64-v2 we should NOT be needing FMV

KLGaussianMixtureReduction: Since we moved to x86_64-v2 as default, we should not be needing Function Multiversioning here for SSE4.2 .

ping @akraszna more for making sure that my understanding on the v2 part is correct
