EFTracking emulation: fix units for pt

Francesca Pastore requested to merge fpastore/athena:EFTEmuFunctions into main

Fix for bug in the EF-Tracking smearer: while the functions use pt in GeV (inherited from IDVPM), the smearer code gets pt in MeV, so a conversion is needed (was lost). Also added more monitoring for debugging purpose.

Fix for EFTRACK-160

Directed to main because EFTracking is for phase2
