fix HIRecConfig

Fixing HIRecConfig.py. The same was added to HIJetRecConfigCA.py here in !65079 (merged) in order to avoid crash from TrackVertexAssociation.
This function is not part of any unit tests, so it shouldn't change anything, but it will make future debugging easier.
