Ambi for both work flows, Acts and Athena
We need to support both Athena and Acts workflows in parallel. This implies that the two ambiguity solvers should be able to run in parallel (but on different collections). The current JO schedules only one at a time. This MR allows for the parallel support.
This implementation will need some followup MRs and a proper implementation that is followed up in ATLIDTRKCP-476 but for the time being this would implement what we need
