Update the heavyion HLTglobal han config [ATR-28130]

Elin Bergeaas Kuutmann requested to merge ebergeas/athena:update-HI-HLTglobal-han-config into 23.0

As discussed in ATR-28130, this is the update of the HLTglobal heavyion han config to work with Run 3 monitoring.
