Move the producer of Subtracted Calo Topo to the tail of HIRec, rather the top of egamma rec config
This schedules the HiCaloCellCopier SubtractedCaloCalTopoClustersMaker
which seems to fit better as "tail" of HIRec rather than top of egamma
In the sense that in std reco these come from the tail of the std calo (HI rec is a modified calo using subtracted ) cells.
