TRT collision & HI config update, minor change to cosmic config.

Collision:

• TRT outlier & flatnes test algorithm parameter "Ignore0" value set to 1.
• Expert Barrel Xenon plots weight changed to 0.
• NoTubeHits histograms are now checked for mean and std dev only, new thresholds are set.
• Few unused xe plots are removed.
• WeightedAverage algorithms & its thresholds position on the config file is changed. (It shouldn't be confused as removed.)
• Test WD : https://atlasdqm.cern.ch/webdisplay/test/2008/physics_Main/run_456749/run/InnerDetector/TRT/TRTB/

HI:

• Changed so that almost same as the collision config
• Test WD (from a very old file): https://atlasdqm.cern.ch/webdisplay/test/1000/physics_UPC/run_365573/run/
