Fix Bug in TES R22 pre-recommendations
This MR is meant to fix a bug found in the corrent R22 TauEnergyScale (TES) recommendations. New ROOT files for the recommendations have been added in https://atlas-groupdata.web.cern.ch/atlas-groupdata/TauAnalysisTools/00-04-00/Smearing/ by @martindl; with respect to the old files, the new files contains also TNamed objects which are used by TauAnalysisTools to read correctly the histogram axes and set the corrections properly.
