Adding unit test for running FTF as offline algorithm with ITk
As the title describes, this adds an additional test to the InDetConfig package for running FTF as an offline algorithm with FTF. This should ensure that any changes to InDetConfig which would cause this to break would be caught by the CI. Additionally, the input file used for flag settings for ITkTrackRecoConfig is updated to a run 4 ttbar RDO. Currently, a run 2 RDO is used, but as this file is for ITk it makes sense to update this to a run 4 RDO.
