MainServicesConfig: introduced AthenaMpEventLoopMgrCfg()

Fixed multi-process configuration to make it consistent with serial and multi-threaded configurations in MC overlay jobs. Also, introduced a new function AthenaMpEventLoopMgrCfg() that is similar to other event loop manager config functions.
