MuonReadoutGeometryR4 - Add TgcReadoutElements

Add prototype & validation scripts of the a TgcReadoutElement based on the GeoModelXML description. Another MR will follow which is cleaning-up the existing Tgc readoutGeometry given that there are a couple of bugs in there.
