Added flags to save SiHit collections + tied with FTAG flags
Some decorations related to pixel and SCT clusters useful for trackless BTagging studies can only be computed if the SiHit collections are present in the input RDO used for reco. This MR automatically configures the digi output to save those collections when the corresponding FTAG flags are set.
