Heavy Ion : Disable out-of-time pileup topo cluster cut

Following discussion in ATLHI-501 and chat with @gunal

Indeed there is ~ no out of time pileup in HI collisions.

@angerami @stapiaar @igrabows . The p-p ref will use the HIP setup or something else? As we need to be sure this is set for this also .

I guess the main point would be to then have the pp reference run with the same setup
