remove unused code for Type::ParticleFlow in tau reconstruction and update tests

Follow up from discussion in !66124 (merged), this MR will:

• remove tests using legacy configuration since not supported anymore
• introduce new ART tests using new job options and run standalone tau reconstruction using different jet seed collection (LCTopo, EMPFlow, EMTopo)
• remove xAOD::Type::ParticleFlow related code from tauRecTools package since this type is not used anymore in R22
