enabling Tight WP for Run3
QT by Veritas (ATLASMCP-148) confirms the WP definition same as Run2 works well for Run3 samples even when considering mis-alignment between ID and MS. Also since the NSW performance was validated by the Muon SW group, NSW was activated in identification via !65566 (merged). So we're ready to enable Tight WP for Run3.
Tight WP in Run3 is only enabled when NSW is counted as a precision layer. It means ExcludeNSWFromPrecisionLayers=False and RecalcPrecisionLayerswNSW=True.
