Draft: Added veto functionality for HT conditions in the Jet hypo
The changes on this merge request allow vetoing on HT in the HLT jet trigger.
In particular, the scenarios HT400XX15ptXX0eta490 and HT400XX15ptXX0eta490XXveto have been introduced.
The first requires HT > 40 GeV, where HT is built from jets with PT > 15 GeV and eta in [0, 4.9] The second vetoes on this condition.
This functionality was requested by the HI trigger group.
