Clean-up of ISF ART jobs:

Drop obsolete ATLFASTII(F) ART jobs
Jobs named RUN2 use Run2 best knowledge geometry
Jobs named MC16 use MC16/MC20 geometry.
Add art-include lines for 24.0 branch in preparation

Similar to !66582 (merged). Partly addresses ATLASSIM-5526.
