Package to house EFTracking related utilities for data transfer

Tomasz Bold requested to merge tbold/athena:package-for-transfer-tests into main

This is just a bootstrap package (to let others to do the real work). It will contain, at first set of test programs showcasing how the data relevant to EFTracking project can be transferered to and from devices.
