Draft: Add CA count comparison, rename TriggerTests

Added CA to legacy count comparison in test_trigP1_v1Dev_newJO_build.py (ATR-27049)

• Reduced number of events to match legacy test
• Will be most useful in main, but submitting to 23 to avoid confusion between the same tests cc @wiedenma @okuprash @martindl @cpollard @sshaw @khoo

Renamed TriggerTests to follow the naming convention used in all the other tests (@tbold @campanel @jkremer @asmaga)

• For the newJO tests left them using "Dev_pp_run3_v1" for now so that we don't overlook any chains by prescaling
• Updates CITest reference and runTrigART.py (@okumura @stelzer )

As affects more than just newJO tests, open to feedback but seems better to keep consistent names
