L1Topo ExclusiveJets Algorithm fixes

  • Fixed various sources of mismatches between L1Topo firmware and (Athena) simulation in the ExclusiveJets algorithm
    • also actually use menu parameters for pTshift and ptScale parameters instead of hard coded values
  • disabling legacy L1Topo monitoring in L1TopoSimulationConfig unless requested via CLI option (for standalone execution only; otherwise producing warnings for every event when processing recent data as legacy L1Topo hardware was turned off and is being decommissioned).
