Update project externals to LCG_104b for el9 migration

Update all externals for the el9/gcc13 migration:

  • update LCG to LCG_104b_ATLAS_1
  • update tdaq(-common) to 11-01-00
  • update externals to 2.1.0

Also update all CI references and temporarily disable RecoRun2MC which cannot work on el9 at the moment (ATR-28398).

Relates to ATLINFR-5094.
