mask the BEE region in HighPt muon ID WP for Run3
Large misalignments on the BEE chamber were reported by @giraudpf in Run3 data. Such large misalignment can make reconstructed momentum biased for very high pT muons, according to studies by @echerepa . So we decide to remove the BEE region from HighPt muon identification WP in Run3 at least temporally.
