[not yet used in configuration] update and simplify ITk Charge calibration to correct default values so that it passes the run4_ttbar_PU0 art test. Note: this algorithm is not yet "turned on" in the configuration.

The intent is explained in !66203 (merged) which was effectively reverted in !66284 (merged) because it failed the art tests.
