TauAnalysisTools - import DiTauSmearingTool from R21

Following the plan to continue developing DiTau objects in R22, porting the DiTauSmearingTool to the "main" branch. Tool is meant to be used at analysis level, like it's counterpart for standard Tau objects called "TauSmearingTool"
