Draft: DerivationFrameworkJetEtMiss and TrigGenericAlgs: recording of only NumPV for TrigEventInfoRecorderAlg and implementation in JETM1

Implement a flag in TrigEventInfoRecorderAlg to allow the decoration of only NumPV on TCEventInfo objects. Add a call to the modified TrigEventInfoRecorderAlg with this flag enabled in the JETM1 config file to re-build HLT_TCEventInfo_jet when producing derivations only for 2022 data (and not MC).
