Draft: HIGG3D3 update DSIDs which do not receive a prescale of 5

Matthew Joseph Basso requested to merge mbasso/athena:HIGG3D3-update-DSIDs-which-are-not-prescaled into 21.2

We apply a prescale of 5 to all HIGG3D3 DAODs by default - update the list of DSIDs which do not receive the prescale.
