ATLASG-2621 : Introduce PhotonOriginCorrectionAlg

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:PHYSLITE_Photon_eta_wrt_z into main

This is how I see the egamma side for this. It will compile and in principle should do something reasonable

@atishelm you can use this as starting point. I do not know where the discussion on how we select the primary vertex will go. And one needs to validate .

@krumnack I hope that the C++ kind of reasonable?
