Fix for 8ns seen in the trigger. We exchange the LArRodBlockStructure to be used for jobs involving the transient BS, making them closer to the online approach. Maybe this old LArRodBlockStructure should be retired (at least for encoding). @wlampl and @pavol can think about that.
