Update WprimeWZFlat UserHook to flatter pT as well as Breit-Wigner

W'->WZ samples for training boosted jet taggers were produced flattened both in parent W' mass and also flattened in boosted jet pT to ensure that statistics are evenly distributed. The UserHook to do this present in 21.6 was not transferred to release 23.6 so we are now adding this back to the main branch. https://gitlab.cern.ch/atlas/athena/-/blob/release/21.6.98/Generators/Pythia8_i/src/UserHooks/WprimeWZFlat.cxx Therefore samples with similar setup can be produced in MC23.
