Including CaloStripsBuilder in the CaloRinger reconstruction

This merge request is to include CaloStripsBuilder reconstruction in CaloRinger objects (can be done for electron and photon collections). This new feature can be generated setting your respective CaloRinger flags as true (false for default). Some modifications were made in the CaloRingerConfig file, to handle all necessary flags and definitions for this new builder algorithm. We have not changed any default containers, so no changes to the reference file are expected and no differences in EDM size. Discussions in the JIRA ticket ATLASRECTS-7666 .
