Disable extra HI outputs in non Reco/Derivation steps

Closes ATLHI-513

The extr HI reco ouputs can not be produced/harvested easlier than during the reco. I was not able to test if the full chain works now as expected because the next step (RDO -> TriggerRDO) fails.

I tested if the workfow on data still produce SpacePoints colection in AODs using: test_bulkProcessing_hi23_upc.sh @stapiaar - is there antything else I should check
