Refactor of decorations handing for TrackContainer

Tomasz Bold requested to merge tbold/athena:cleanup-track-container-decorations-2 into main

This is absolutely mechanical change in the order in which arguemnts are passed to the ActsTrk::details::Decoration - thatnks to that the code for restoring the decoration can be a tiny bit simpler.
