TrigGlobalEfficiencyAlg 2023+ data support
Update TrigAnalysisConfig/ TrigGlobalEfficiencyAlg for the latter to be configurable for 2023 - 2025 data as well. Maybe @ravinab can check this quickly and confirm there isn't an underlying reason not to do it...
As for the TrigGlobalEfficiencyTool itself, it already recognized those years, so the only modification in that package is to update the list of (sub)periods for 2023, which shouldn't affect anyone.
