Delete remaining unused Phase-0 L1Topo python configuration. Follow-up to !66681 (merged), ATR-28359 and relates to ATR-28360.

Only the (now unused) code that was used to configure the Phase-0 L1Topo trigger chain monitoring was removed. The actual Phase-0 L1Topo monitoring code (L1TopoLegacyOnlineMonitor) remains until that piece of hardware is fully decommissioned.
