Enable precision tracking and rewrite GSF in CA (ATR-26736)

Taking core GSF changes from !65986 (closed) (thanks to @dbakshig) and also matching the view configuration from the legacy code.

Enables all electron chains - with this change we no longer have "missed configuration" warnings.
