Muon Charge Calibration

Luca Martinelli requested to merge lucam/athena:branch_MuonSmearingHighPt_fix into main

This is a fix in the calibration of the Muons. This will impact mostly the very high-pT muons. Adding charge flip when the smearing is less than -1. Correcting the pT to be positive when the charge is flipped. This merge request will fix this issue: https://its.cern.ch/jira/browse/ATLASMCP-202 cc @nicolaid @sangelid
