Draft: PoorMansIpAugmenterAlg - get dummy vertex

Stefano Franchellucci requested to merge sfranche/athena:main-pbip into main

Changing the return to dummy vertex instead of nullptr when no PV is found, and set tracks to not valid.

This should make it easier to handle for algorithms downstream.
