Add DRAW selection for L1Calo jet performance studies (DATREP-309)

Moritz Hesping requested to merge mhesping/athena:l1calo-jet-draw into 23.0

For the commissioning of the phase-1 trigger system, a new DRAW selection is based on jets is created. This was discussed in the reconstruction meeting https://indico.cern.ch/event/1339843/

These changes implement the L1JET selection:
new L1JET flags/selection in python
requires jet trigger or high energy forward offline jet
