Projects: Update to LCG_104c_ATLAS_1, tdaq/tdaq-common 11-02-00 and atlasexternals 2.1.5

Update all LCG dependent Projects to LCG_104c_ATLAS_1 and tdaq/tdaq-common 11-02-00.

AnalysisBase has been updated as well through the update of atlasxternals https://gitlab.cern.ch/atlas/atlasexternals/-/tags/2.1.5:

  • Update to ROOT 6.28/10 for AnalysisBase
  • Findtdaq: set TDAQ_INST_PATH environment variable
