restored L1 functionality for ZDCCalib files

Peter Alan Steinberg requested to merge steinber/athena-main:zdc-main-23-nttrig into 23.0

previously the chain groups were not getting a proper L1 decision from the ZDCCalib files - but this is now fixed using isPassedBits(trigger_name) directly on the trigger decision tool. Also added a full set of calibration triggers for PbPb2023, and a flag "pbpb2023" to enable them.
